Matters Arising

1. CCP on KBC radio & KBC television

KBC radio and KBC television have agreed to host 4 people (2 for radio & 2 for TV) from CCP in an interactive programme. The following topics have been suggested for discussion; Resettlement, Amnesty, and Peace-building.

Action

The sub-committee will approach available CCP core group members to see whether they can host the show. Concerned Kenyan Writers are willing to avail one or two people to accompany CCP during the show.

2. Conflict Sensitive Journalism

The radio stations especially the vernacular ones need to be sensitive when reporting on post election violence issues. They need to practise responsible journalism and exercise restraint when dealing with sensitive issues.

There is no feedback yet from the Media Council or Media Owner’s Association, however the Ministry of Information is waiting for the ICT Bill to be debated in parliament before they can enforce any media laws.

3. Nation wide Prayer meeting

‘Healing Day’ is the name that was suggested for the nation wide prayer meeting day. The committee will work on a budget and programme for the day and CCP will handle the high profile invites.

Action

August 3^rd is the tentative date suggested the Nation wide prayer meeting. The committee will hold a larger meeting on the 25^th of June where various stakeholders will be present, and as such they are appealing for a meeting venue for this day (50 pax).

Kenya: Surgeons dissect lessons from post-election violence

Following Kenya’s December 2007 general elections, hospital staff had to face a massive, and unexpected, influx of victims of violence. Now, during a series of ICRC-organized workshops geared at peace-time emergencies, they are discussing the lessons learned. The ICRC’s Iolanda Jaquemet reports.

“Even if the patient has his bowels hanging out, it does not necessarily mean this is the most urgent case on hand, as long as he is in stable condition.” The 20 members of the audience listened attentively to Dr Mauro Dalla Torre, the ICRC surgeon, as he illustrated the principles of triage.

Later, they looked with calm, clinical interest at a picture showing a little boy with horrendous leg wounds, used by Dr Dalla Torre to illustrate “the high energy transfer” caused by a bullet.

The participants’ poise was not surprising: they were surgeons, nurses and clinical officers from five hospitals in Nyanza province, Western Kenya. During two days in April, they swapped experiences at an ICRC-organized workshop on “emergency preparedness and treatment of wounds due to violence”.

Internally Displaced Camps

There is a concern that top political leaders are quiet about asking others to vacate and return property that does not belong to them. The Muslim Sheikh from Mombasa made a prayer that can be encouraged countrywide.

The full data of IDPs to be resettled will be provided by KVP in the next meeting. Nairobi Peace Forum can aid in this process.

It was observed that the identification of true IDPs is still a challenge.

Some IDPs have trained in different trades and hence, require start-up capital to finance their small ventures.

1. Mathare

–   Mwangi Kihara, the Chairman of the Mathare United Landlord organization P (MALUO) reported that negotiation between Landlords and illegal occupants of houses in Mathare is ongoing. So far at least 111 illegal tenants have agreed to leave the houses. KVP (Kenya Veterans for Peace) has been facilitating this process.

–    It was reported that some illegal occupants were being supported by the area Chief.

–    Residents in Mathare still fear that they are being marked.

–    Gangs involved in harassing residents mostly come from Baba Dogo area and are largely responsible for the massive destruction of infrastructure. Names are known to police and DC, but nothing is being done to stop them.

Kenya Veterans for Peace

KVP went to Mathare last week and have been carrying out a counting exercise involving landlords and IDP’s. From this exercise they have discovered that there are not only illegal tenants occupying premises but illegal landlords as well.

They visited a number of IDP camps and the numbers of IDP’s they have counted are as follows:

Mathare 4 B – 184

Mathare 4 A – 268

Gitathuru – 254

Mathare Chiefs Camp – 495

Police Depot – 1150

Ruaraka – 31

In Ruaraka 77 people claim to be IDP´s but they are not genuine.

KVP sources have discovered that there is illegal registration of IDP’s going on in Eldoret. These people have been receiving fertilizer and farm inputs meant for the displaced. This information has been dispatched to the DO & DC Eldoret.

ELDORET, 1 May 2008 (IRIN) – Along the Nakuru-Eldoret road, the charred remains of homes and businesses scar the picturesque landscape of Kenya’s Rift Valley province and serve as a reminder of two months of violence that rocked the nation early this year.

The calm that is typical of most rural settings belies the suffering experienced by thousands of internally displaced persons (IDPs) since fleeing their homes in January and February.

“We are starting the third month of living in tents yet I don’t see myself leaving soon because I am afraid nothing has changed out there,” Rosemary Kuria, an IDP at a camp in Eldoret, told IRIN.

Fear of attacks should they return home and the hope of receiving compensation from the government seem to be two key issues for most IDPs, and contribute to their seeming reluctance to return home even after the formation of a coalition government a month ago, which was to have marked the end of their displacement.

• Slum TV in conjunction with Makutano junction invites you to their SCREENING FOR PEACE on Friday 25th April, 7pm at ‘Kwa Austin’ open space, Juja Road, Mathare. This is their first public screening since the post-election violence. During the tribal clashes and their aftermath Slum TV has documented the stories on the streets of Mathare. The screening will show the other side, telling stories of hope. Films include: Mr Onyango’s Neighbours, Tell Tale for Peace, Nancy’s Story and Dear Mama. The prize-winning film from the Mtaa film fest will then follow. The screening will end with a forthcoming episode of Makutano Junction. There are so far 75 participants comprising both men and women under the age of thirty. Activities to be undertaken in each town include sports, beauty pageants, inspirational talks, Cultural shows etc. They are appealing for assistance either financial or in kind in the form of inspirational speakers, security, PA systems, food and water, publicity etc. Contact Joshua on +254721706717
• The refugee Studies Centre Department of International Development at Oxford University pioneered the study of forced migration 25 years ago. They would like to assist in terms of providing knowledge and understanding of issues relating to forced migration, specifically, or with contacts in the policy and humanitarian worlds generally, or with leveraging advocacy or tapping emergency or development funding. They also have an international summer school each year, which takes place in July for 3 weeks and fosters dialogue between academics, policy-makers and practitioners working to improve the situations of refugees and IDPs. Independent Review Commission – Further Public Notice on Evidence Submissions

IREC reach out to stakeholders for evidence, witnesses

22-Apr-2008 – IREC, the Independent Review Commission mandated by the President of Kenya to investigate the run-up to the 2007 elections, today called on stakeholders to submit memoranda with brief presententation on the facts and evidence that they intend to present to the Commission. IREC also asks stakeholders such as members of the public, public officers, political parties, candidates, the media, civil society, faith-based organisations, private sector groups and observers for names of all witnesses they want to appear before IREC. The memoranda must be in the hands of IREC by Friday 16th May 2008. IREC was established on 14 March after recommendation from the Kenya National Dialogue and Reconciliation mediators

They have now established a crisis victim registry, a missing person registry, a camp registry and organization / initiative registry. They are also registering victims, tracking IDPs and getting their personal information, their needs, skills, where they were from, which camps they were in, where they were taken and where they’d like to go. They are also carrying out situation mapping, which gives current information on the situation on the ground. Other activities include Supply Chain Management / Inventory Management, Volunteer Management, Communication Centre, Reporting System and Needs Assessment.

· There is a scholar in the field of conflict management and peace studies who is willing to give a talk on reconciliation the Kenyan perspective for free.
